What is the Unified Carrier Registration?

The UCR Program is a base-state system administered by federal and state agencies and by the motor carrier industry for the collection of fees levied on motor carriers and related entities. It is anticipated by some that future State enforcement of the UCR Agreement may be accomplished by accessing carrier data stored in the UCRS, but the mechanism for doing this is not yet established, and its precise nature remains unclear at this time.



Who Needs UCR?

Any for-hire motor carriers transporting property in interstate commerce in commercial motor vehicles that have a gross vehicle weight rating or gross vehicle weight of at least 10,001 pounds whichever is greater;


Any or-hire motor carriers transporting passengers in interstate commerce in commercial motor vehicles designed or used to transport more than 8 passengers (including the driver);


Any or-hire motor carriers transporting hazardous materials in interstate commerce and transported in a quantity requiring placarding;


All motor private carriers transporting property in commercial motor vehicles that have a gross vehicle weight rating or gross vehicle weight of at least 10,001 pounds whichever is greater;


Brokers;

Freight Forwarders; or

Leasing Companies;

In another words everyone in the trucking industry or using a truck.


What am I required to do?

File an annual application; and Pay an annual fee.

Am I required to carry a credential in the vehicle?

No. You may want to, but you are not required, to carry anything in the vehicle. A copy of the receipt is issued when fees have been paid. DOT can look up to see that you have paid in their system.


What are the fees?

The fees can vary each year. The fee is a flat fee per carrier and is determined by the number of commercial motor vehicles (including trailers)(trailers are soon to be dropped) you reported on your last DOT UPDATE sent to Federal Motor Carrier Safety Administration. Brokers, freight forwarders and leasing companies pay the lowest fee.
